Position Summary
Infrastructure Ontario (IO) is advancing a renewed enterprise-wide data strategy focused on building strong data foundations—including data and AI governance, data management, a centralized analytics platform, and data literacy. We are elevating our analytics practice to help the organization use data to solve complex business problems, drive evidence‑based decision‑making, and improve service delivery across the enterprise.
The Data Science Manager is an individual contributor role, reporting to Director, Data and Analytics, that plays a critical role at the intersection of business and technology. This role serves as a strategic analytics partner to business domains—helping shape business questions, translate them into analytics requirements, and develop insight solutions that create value. At the same time, the role is hands‑on and technically skilled, contributing directly to the development of IO’s enterprise data foundations.
The role will help mature IO’s data and analytics operations by consulting with business partners, guiding data management, reporting and analytics best practices, and supporting the delivery of high‑quality data and reporting products. Working within a small, evolving team, this person must be versatile across systems, analytics tools, and methodologies—comfortable both building and advising as we scale our analytics practice.
What You Will Do
Business Consulting & Analytics Leadership:
Partner with business domains to define key problems, decision drivers, and analytics opportunities.
Translate complex business questions into clear analytics requirements, ensuring alignment with business objectives and enterprise data strategy.
Serve as a trusted advisor for business lines —guiding teams on analytic feasibility, prioritization, and solution design.
Data Science & Analytics Delivery
Team with and work in collaboration with business lines and IT to leverage available technology and new tools to streamline and provide solutions to data workflows and data structuring to prepare information for reporting and analyses.
Conduct exploratory analysis, develop models, and apply industry-standard analytics techniques to uncover actionable insights.
Apply practical analytical and predictive techniques (e.g., forecasting, classification, NLP if appropriate) with a focus on business value, not research-heavy modeling.
Build end‑to‑end analytical products, from data ingestion to report visualization.
Develop reusable analytics assets, including templates, pipelines, and modelling patterns.
Support To Data Foundations And AI
Lead and support data quality activities, including defining data quality rules, profiling datasets, identifying data issues, and working with business and IT stakeholders to develop remediation and monitoring approaches.
Partner with data engineers and data governance manager to shape the requirements for the centralized analytics platform.
Contribute to metadata standards and definitions as part of IO’s data governance program.
Participate in planning and discussion for artificial intelligence governance, capabilities and use cases.
Support Data Literacy & Organizational Enablement
Support the development of data literacy materials, standards, and enablement programs.
Empower stakeholders to interpret dashboards, analytics products, and data models with confidence.
Provide technical guidance and leadership to analysts within business units to modernize skills related to proper data structuring, data input design, and use of business intelligence tools to enable self-service within business lines.
Contribute to building a cohesive analytics community of practice across IO.
Experience
What We Are Looking For:
Several years of experience in the field of data analytics or data science, turning data into insights and providing insights across the enterprise.
Coaching or mentoring experience of junior staff is an asset.
Advanced degrees (MSc, equivalent, or higher) in Statistics, Applied Mathematics, Mathematical Physics, Computer Science, Business Analytics, or a related field is as asset.
Technical Skills
Knowledge of scripting programing languages and experiences including but not limited to Python, R, and SQL.
Knowledge of database mana
