The Manager, Network Architecture and Infrastructure Operations is responsible for the design, operation, and full lifecycle management of the Town’s network, cloud, and infrastructure platforms. This role provides strategic and operational support across the organization, overseeing planning, procurement, maintenance, and retirement of assets, as well as disaster recovery, network security, server and storage infrastructure, IP communications, and related technologies.
What can I expect to do in this role?
Network Architecture, Operations & Cybersecurity
Lead the architecture, operations, and cybersecurity delivery for data center, server, cloud, and storage platforms, in alignment with Management and Council mandates.
Oversee the design and delivery of secure local, wide-area, and cloud-based voice and data network services.
Leadership
Manage staff performance and participate in HR processes, including performance management, collective agreement compliance, and health and safety initiatives across multiple operational teams.
Collaborate with supervisors and team leads to support employee development and career progression.
Build, mentor, and retain a skilled technical team capable of delivering high‑quality support and operations services.
Maintain constructive and professional relationships with union partners.
Financial Management
Provide end‑to‑end oversight of operating and capital budgets for infrastructure and cloud platforms, including multi‑year forecasting, variance analysis, and development of business cases for major lifecycle initiatives.
Allocate resources effectively to support service delivery while ensuring alignment with IT strategic objectives.
Monitor, track, and explain actual expenditures and budget variances.
Lead the creation, distribution, and evaluation of technology tenders and RFPs.
Foster a culture of continuous cost optimization.
Make informed trade‑off decisions to balance cost, risk, and service continuity, following Director‑level governance standards.
Cybersecurity
Provide leadership and operational oversight for cybersecurity controls across the Town’s computer systems, including data centers, cloud platforms, servers, and endpoints.
Ensure alignment with enterprise security policies and standards, including disaster recovery, high availability (HA), access controls, VPN, and firewall security systems.
Advise management, community stakeholders, and partners on cybersecurity considerations within broader strategic planning efforts.
Operations & Incident Management
Act as a lead decision-maker or arbitrator during operational issues and major incidents.
Resolve complex technical problems and collaborate with internal departments, management, clients, and vendors to address service issues.
Conduct feasibility studies and needs assessments for large-scale projects.
Evaluate emerging technologies and trends (2–4 years out) to support strategic planning and budget preparation for future infrastructure requirements.
Network Management & Analysis
Monitor and assess operational performance, identifying opportunities to improve efficiency and service quality.
Report on performance metrics and operational issues to senior management.
Contribute to long-term strategic planning and service enhancement initiatives.
How do I qualify?
Completion of a minimum three‑year diploma or degree in Computer Systems Technology, Computer Engineering, Computer Networks and Systems, Cybersecurity, or equivalent field of study.
Certifications in Azure, AWS, cybersecurity, or networks are considered assets.
Minimum of eight (8) years of relevant experience, including supervisory or managerial experience overseeing direct reports.
Experience working with unionized staff is an asset.
Demonstrated experience in project management and financial management.
Ability to maintain a broad organizational perspective while confidently engaging in technical decision‑making.
