Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Contracts Specialist. In this position, you will play a key role in sourcing, contracting and procurement of information technology, including software, hardware and services for the Company. The successful candidate will demonstrate management of the full lifecycle of IT contracts, support category strategy development, and collaborate cross-functionally to optimize vendor and supplier performance and mitigate supply chain risks. This role plays a critical part in aligning the Supply Chain Management Department with the IT & Real Estate Business Unit and ensuring compliance with applicable policies and procedures.

Key Responsibilities

Develop and maintain measurable service level expectations with the IT & Real Estate Business Units to foster stronger business relationships with vendors and stakeholders.
Drive the planning for, approval of, and execution of sourcing and contracting strategies for assigned Business Areas.
Draft, review, and negotiate contracts for IT hardware, software, SaaS, cloud services, and consulting services while managing contract lifecycle including renewals, amendments, and performance reviews.
Ensure contracts comply with corporate policies, applicable laws and regulations, legal standards, and cybersecurity standards, and Canadian procurement regulations.
Lead RFPs, RFQs, RFIs, and vendor selection processes for IT-related purchases, while supporting the development and execution of IT category strategies in alignment with business needs.
Conduct market analysis and benchmarking to identify cost-saving opportunities and innovation.
Manage relationships with key technology vendors and service providers.
Monitor supplier performance using KPIs and SLAs; support onboarding/offboarding processes.
Track contract expirations and maintain accurate records in contract management systems.
Identify and mitigate supplier-related risks while acting as a subject matter expert and advocate for best practices in supplier management.
Work closely with IT, Legal, Finance, and other stakeholders to translate business requirements into sourcing strategies, contract terms and conditions and purchases.
Support the delivery of orientation and training programs to enhance internal understanding of supply chain management for assigned Business Areas

Qualifications And Professional Experience

Bachelor’s degree in Supply Chain Management, Business Administration, Computer Science, Engineering, or related field required.
A relevant professional certification (e.g., CPSM, SCMP, IACCM, CIPS) is an asset.
Minimum 5 years of experience in IT/software procurement and contract management, preferably in energy or infrastructure.
Strong understanding of software licensing models (SaaS, perpetual, subscription), cloud services, and IT vendor ecosystems.
Experience with ERP systems and procurement platforms (e.g., D365, SAP, Ivalua).
Familiarity with cybersecurity, data privacy requirements, and ESG matters in sourcing of IT hardware and software.
