Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Contract Specialist, Information Systems (IS), specializes in and leads a portfolio of "spend sub-categories" related to technology and software applications. The Contract Specialist is the singular expert in these spend categories. This includes monitoring emerging market trends, coordinating procurement strategies, collaborating on internal relationships, and providing expert guidance within the organization and the Information Systems business unit. Managing key vendor relationships through Strategic Supplier Relationship Management is paramount to success in this role.
The Corporate Services Contracts Team is responsible for overseeing the organization’s spend for all indirect (non-pipeline operations related) spend. Information Systems (IS) is a key component of the overall Corporate Services portfolio. This role is part of a team focused on IS strategic spend that covers software applications, software development consulting (professional services), hardware, SCADA systems, network projects, and telecommunications.
Responsibilities
The Contract Specialist, IS Category utilizes extensive knowledge of procurement best practices, and supply chain management to deliver procurement projects within each assigned spend category. The ideal candidate in this role is expected to execute in the following way:
Applies advanced knowledge of supply chain systems (e.g., SAP, Ariba, BI Warehouse) to implement and track procurement projects.
Translates program needs into appropriate solicitation documents, requirements documents, evaluation plans, and other procurement tools.
Ensures appropriate procedures are followed for bid evaluation, including coordinating with clients and vendors throughout the tendering process.
Conducts appropriate internal research (via internal subject matter experts, hosted RFx, contract database, data extracts, etc.) and external research (via direct supplier communications, available stats/indexes, subject matter experts, etc.) to inform requirements and recommendations.
Determines recommendations for contract awards, negotiates to achieve contracts, and coordinates briefings and other approvals to delegated decision-makers within the organization.
Ensures ongoing contract management through supplier performance management and business unit engagement. Specifically for key suppliers, the Contract Specialist will prepare quarterly reports to manage performance. This will include executive level briefings as it pertains to performance of the key supplier base.
Provides expert advice in supplier contract disputes, minimizing escalations.
Lead end-to-end strategic sourcing and procurement activities within assigned IS spend categories.
Develop and execute demand planning and procurement strategies aligned with business objectives.
Manage RFx processes, contract negotiations, and supplier selection activities.
Build and maintain strategic supplier relationships and performance management frameworks.
Collaborate with cross-functional stakeholders to align sourcing initiatives with IS and business unit priorities.
Provide subject matter expertise on procurement best practices, contract terms, and category management.
Prepare executive-level reports and presentations related to supplier performance and procurement outcomes.
Qualifications
15 years of Supply Chain Management sourcing experience in Information Systems and technology sourcing and contracting.
Demonstrated experience leading complex procurement initiatives and vendor negotiations.
Strong stakeholder engagement and relationship-building skills across business units and supplier communities.
Advanced knowledge of procurement systems and tools.
Proven ability to manage contract disputes and provide strategic supplier oversight.
Experience with SAP, Ariba, and Power BI modules considered an asset.
Excellent written, verbal, and presentation skills, including executive-level communications.
Strong aptitude for technical sourcing topics and contract terms and conditions.
Education And Skills
University Degree and/or designation in Business or Supply Chain Management.
Master’s degree in a relevant field (preferred).
CMP (Supply Chain Management Professional) or CPSM (Certified Professional in Supply Management (preferred)
