Description Of The Tasks
Has an overall view of DG TAXUD IT systems or of a significant subset of them.
Performs high level and/or core design, ensures interoperability and identifies potential reuse.
Supervises the overall consistency of digital architecture within DG TAXUD and at Corporate level and guarantees that its design fulfils a set of requirements.
Define DG TAXUD reference architecture and its evolution, in alignment with Corporate architecture and influence the evolution of the latter.
Covers both digital and business aspects. The former aspect covers the “digital solution” needed to support the business, while the latter aspect includes mission, value chain, business strategy, business processes, functions and data.
Proposes systems, components and/or services architecture (e.g. SOA, microservices, eventdriven, serverless, API-first), COTS software products, standards.
Makes proposals for architecture governance.
Investigates and recommends solutions, including cost benefit analyses, assessment of implementation time.
Understands, applies and suggests improvements of DG TAXUD methodology, security policies, tools, best practices, etc..
Supports projects by designing services and components, encouraging reuse and ensuring that system design meets system requirements, in particular non-functional requirements: volume, scalability, confidentiality, integrity, availability, business continuity and disaster recovery planning.
Ensures that the design of systems, components and/or services is consistent with DG TAXUD and Corporate architecture. A nalyses the integration of different information systems and ensures their interoperability.
Provides advice and consultancy to senior/middle/project management.
Produce and/or reviews architecture documents.
Oversees the work of external contractors pertaining to architecture.

Bachelor or Master Degree
Specific Expertise And Technologies
Minimum 8 years’ experience in IT, including recent 5 years’ experience as an IT architect.
Research and Innovation: Stay up to date with the latest advances in IT architecture and contribute to innovative solutions.
Experience in specification of components, data and services.
Experience for specification of service interfaces, service data and reference models.
Good knowledge of interoperability technology (e.g. web services, microservices, message oriented middleware, service oriented bus).
Good knowledge of service implementation patterns (synchronous, asynchronous, request/response, etc.), distributed systems design and messaging layer.
Experience in architecture modelling (architecture modelling tools being an asset).
Deep technical knowledge of IT technology.

Project management: PM2, Prince2, PMP
Cloud: AWS Certified Solutions Architect, Azure Solutions Architect, Google Professional Cloud Architect, Certified Kubernetes Administration

Data management: Certified Data/Information Management Professional (CDMP/CIMP), Certified Analytics Professional (CAP)
