Business Analyst – National Reform Programme

Contract Details:
Location: Remote with occasional travel for workshops and meetings
Duration: 12 months (potential extension)
Start: ASAP
Rate: Competitive (Outside IR35)

Are you an experienced Business Analyst ready to contribute to a major transformation programme with nationwide impact? We’re looking for a skilled and proactive Business Analyst to support a high-profile initiative aimed at reforming and standardising vetting processes across law enforcement and public services.

About the Role:
You will join a multidisciplinary team driving forward a complex national reform programme to enhance vetting systems, decision-making frameworks, and policy alignment. Your work will directly support process improvements, digital transformation, and national coordination efforts.

Key Responsibilities:
Lead stakeholder engagement to understand existing processes and identify opportunities for improvement.
Define and document clear business requirements across multiple workstreams including automation, psychometric testing, and social media vetting.
Create detailed process maps, user stories, and workflows to inform system integration and policy development.
Support development and pilot implementation of innovative solutions for vetting and data quality.
Contribute to training strategies and assurance frameworks to enable consistent national standards.

What We're Looking For:
Strong experience as a Business Analyst on public sector or large-scale transformation programmes.
Exceptional analytical and communication skills, with experience leading requirements workshops.
Solid understanding of systems integration and process redesign.
Ability to navigate complex stakeholder landscapes and influence change.
Experience with automation, compliance, or vetting-related projects is a significant plus.
