Position Summary
As a member of the Strategic Sourcing Team within the UHN Procurement and Supply Chain, the Strategic Sourcing Specialist reports to a Senior Manager of Sourcing and supports the category teams in all sourcing events. This position is responsible for managing and coordinating sourcing activities for assigned categories of goods and services in compliance with regulations and aligned to the goals and objectives of UHN and its stakeholders. This position is being recruited to support the Science and Research Program of UHN.
Ideal candidates are able to demonstrate an ethical, professional, and accountable manner as a liaison between Researchers, Suppliers and Stakeholders. The Strategic Sourcing Specialist will ensure compliance with legislative and quality standards by leading and coordinating strategic sourcing, contracting and procurement activities in line with UHN Corporate Policies, the Ontario Broader Public Sector Procurement Directives (BPSPD), the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), public tendering legislation and other policies and procedures.
Duties
Lead and administer procurement processes including RFX's and non-competitive processes from start through completion for goods, services and capital equipment based on customer requirements and specifications.
Supports complex research procurements such as clinical trial agreements, capital equipment procurements involving renovations (ie: autoclaves and nuclear magnetic Resonance) where procurements span multiple research institutes and from various funding sources, laboratory services agreements involving publication and intellectual property terms, and non-good manufacturing practice (GMP)/GMP service agreements.
Act as the sourcing lead in the development of complex initiatives with multiple stakeholders and user groups across the organization and organizes workload and resources to meet deadlines and contracting requirements.
Oversees the analysis of Bids or Proposals, and facilitates the evaluation process for stakeholders while providing expertise in all steps of the procurement process. This may include coordination and facilitation of trials, evaluations, demonstrations, site visits etc., as is required.
Negotiate, execute and manage contracts in conjunction with business/operational stakeholders, escalating to legal support when needed.
Supports contract management including escalations
Performs market analysis of available procurement strategies and advises customers of market place information.
Identifies opportunities for further alignment of regional efforts, including collaboration with Shared Services Organizations, Group Purchasing Organizations and Supply Ontario.
Researches, analyzes and reports on marketplace trends that impact commodities.
In conjunction business/operational stakeholders, conduct risk assessment as needed and provide management with input on risks and mitigations.
Manages contract expirations in a timely manner
Enters data into the procurement systems and maintains accurate records.
Maintains effective communications with both internal and external stakeholders including vendors on a variety of contractual and service issues.
Oversee and monitor established business and performance quality indicators in assigned work (timely contract renewals, response time, and vendor performance).
Supports continuous improvement of processes and outcomes.
Participates in committees (internal and external) as appropriate.
Performs cross-functional duties and other duties consistent with the job classification, as required.
