Job Title: Cybersecurity & Doctrine Developer

Location: Norfolk, VA, USA

Clearance Required: Active Secret or equivalent

Key Responsibilities:

Develop cyberspace operational capability concepts based on operational needs and strategic guidance.
Conduct research, scope definition, drafting, submission, and approval of cyber concepts and doctrines.
Design and validate concepts through experimentation, feasibility analysis, and operational assessment.
Draft architecture artefacts using recognized frameworks such as TOGAF or similar.
Support capability development across all DOTMLPFI aspects, including interoperability assessments and Analyses of Alternatives.
Build and maintain communities of interest across organizations, industry, and academia.
Plan, coordinate, and execute workshops, meetings, and stakeholder engagements.

Required Qualifications:

Active Secret clearance (mandatory).
Master's degree in Engineering, Systems Engineering, Computer Science, Cyber Operations, or related field.
Bachelor's degree with 5+ years of recent systems engineering or capability development experience may be considered in lieu of a Master's.
At least 3 recent hands-on authored cyber concepts or doctrine developments (within the last 5 years).
Post-degree certifications such as CISSP, GIAC, or CISM.
Hands-on experience drafting architectures using recognized frameworks (e.g., TOGAF).
Strong background in cyber defense operations, doctrine development, and concept validation.
Experience leading multi-stakeholder workshops (government, industry, academia).

Preferred Qualifications:

Experience supporting cyber wargames, experimentation campaigns, or validation exercises.
Familiarity with DOTMLPFI frameworks, interoperability testing, and Information Exchange Requirements.
