Business Change Analyst - Organisational Design & Strategy (Public Sector)Rate: ~£400/day (Inside IR35)
Start: ASAP
Contract Length: Until March 2026
Location: Hybrid, ideally Manchester (1-2 days per fortnight on-site)
Essential: Public sector experience

We are partnering with a consultancy on a major public sector transformation programme and are seeking a Business Change Analyst who can operate with the confidence and capability of a senior consultant.

This role sits within a high-performing strategy team and involves shaping organisational design recommendations, mapping change impacts, supporting senior stakeholder communication, and helping define the future structure and direction of the programme. The environment is evolving, so we need someone who can work autonomously, provide clear guidance, and help drive structure and decision-making.

Key Responsibilities
Lead organisational analysis including "as is" mapping, service maturity assessment and insight generation
Identify change requirements, benefits and impacts; shape future-state recommendations
Support the programme's communication approach with clear strategic and tactical messaging
Act as a key partner to senior stakeholders, providing challenge, structure and direction
Shape the roadmap for future roles, deliverables and organisational needs
Drive clarity, prioritisation and coherence across a developing strategy function
Support change planning, sequencing and governanceEssential Skills & Experience
Extensive experience working in public sector/central government settings
Strong background in organisational design, business analysis and change management
Confident advising senior stakeholders and shaping strategic decision-making
Ability to work proactively, set direction and bring structure in ambiguous environments
Excellent communication and planning capability, including supporting comms activity
Strong understanding of digital transformation and modern delivery environmentsThis role requires someone who can step into a developing strategy space and operate as a trusted advisor, helping shape and guide the programme's future organisation and change approach.
