Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

Profile Description Summary: We are looking for an experienced engineer to support the Facilities Information Management team, within the Executive Management division.

Their efforts will focus on:

Keeping the CAD and BIM As-Built documentation up to date for the Headquarters' MEP technical systems;
Coordinating with other Facility Management teams to receive As-Built documentation and ensure that this is complete and compliant with the NATO Information Management standards;
Developing and enriching MEP drawings to improve Facility Management operations;
Supporting any other duty required to managing building technical documentation

Division: NATO International Staff - Executive Management - Headquarters Support and Transformation - Infrastructures and Facilities Management

Mission: The role of Infrastructure and Facilities Management (IFM) is to support NATO's political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services.

IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.

Current context: EM-HQST-IFM is facing significant challenges, mainly consecutive to the accession of two new Allies, to NATO 2030 initiatives, and the need to respond to the lack of certain capabilities. These challenges coincide with multiple mainstream HQ architectural and technical projects.

NATO POC for supervision and coordination purposes: BIM Coordinator

Objectives and scope of work: The contractor will provide support on various building projects (adaptation, renovation, construction), in the NATO Headquarters. With a primary focus on improving the Information Management framework of the Infrastructure and Facilities Management department. The contractor main work will involve drafting technical documentation in CAD and developing the BIM models, maintaining As-Built records, optimizing documentation processes, and coordinating with different stakeholders to ensure accurate and up-to-date project information.

Duties and Role:

Supporting drafting activities of different Facility Management teams related with Mechanical, Electrical, and Plumbing, both in the CAD and BIM environments;
Performing site surveys and ensuring all modifications are properly captured in the As-Built documentation;
Maintaining the technical documentation of the Facility Management Common Data Environment (SharePoint) up to date;
Communicating regularly with different stakeholders to follow up on project documentation status;
Creating processes to optimize the Information Management of technical documentation;
Executing different Information Management tasks on the BIM environment (Revit), aiming to digitalize the Headquarters' Facility Management operations

Location: The Service will be 100% (full time) at NATO Headquarters in Brussels. A limited amount of teleworking might be granted under special circumstances with the line manager permission.

Timelines: Period of performance for SOW will commence later than 1st July 2025 and continue until 31 December 2025. The work will be conducted during normal office hours following the NATO HQ calendar.

Travel: No travel will be required

Requirements

Security and Non-Disclosure Agreement:

Any proposed resource providing services under this SOW must be in possession of a VALID security clearance NATO SECRET. A signed Non-Disclosure Agreement will be required

Required Expertise and Qualification:

Minimum of 3 years of experience in managing documentation related to design, construction, or Facility Management;
Advanced knowledge of building, and Facility Management related software packages, in particular AutoCAD and Revit;
Excellent understanding of the Mechanical, Electrical, and Plumbing aspects of the built environment;
Understanding of Building Management Systems is desirable;
Knowledge of innovation and digitalization practices in the Facility Management environment, specifically related to Mechanical, Electrical, and Plumbing, is desirable
Bachelor's degree in engineering, Facility Management, building services, or any other related field
Possess the following minimum levels of NATO's official languages (English/French): IV ("Upper Intermediate") in one; I ("Beginner") in the other.
Excellent drafting skills
Good communication and stakeholder management skills
Well-organized, meticulous, and collaborative, with client service approach
Creative and capable of drafting processes from scratch
